Par cet amendement, les députés de La France insoumise entendent réorienter le soutien public aux infrastructures de transformation agricole vers les structures publiques, coopératives et de proximité, en renforçant les circuits courts, l’agroécologie et l’agriculture biologique, afin de construire… Par cet amendement, les députés de La France insoumise entendent réorienter le soutien public aux infrastructures de transformation agricole vers les structures publiques, coopératives et de proximité, en renforçant les circuits courts, l’agroécologie et l’agriculture biologique, afin de construire une véritable souveraineté alimentaire territoriale.L’agriculture biologique représente aujourd’hui environ 10 % de la surface agricole utile en France, soit près de 2,7 à 2,9 millions d’hectares, selon l’Agence Bio, avec environ 14 à 15 % des exploitations agricoles engagées dans cette démarche.Malgré cette dynamique structurelle, la filière connaît une phase de fragilisation : les surfaces bio ont reculé d’environ 2 % en 2024, avec une baisse d’environ 56 000 hectares, marquant une inflexion après plusieurs années de croissance.Du côté de la consommation, le marché du bio représente environ 12 à 13 milliards d’euros, soit environ 6 % des achats alimentaires des ménages, selon l’Agence Bio.Cette part reste stable mais insuffisante pour soutenir durablement la structuration de la filière, en particulier dans les territoires ruraux et de montagne.Par ailleurs, la transformation des produits agricoles demeure fortement concentrée : une grande partie de la valeur ajoutée est captée par des acteurs industriels de l’aval, tandis que les infrastructures locales de transformation restent insuffisantes ou inégalement réparties. Cela limite la capacité des producteurs à accéder aux circuits courts et à capter une part plus juste de la valeur.Or, les circuits courts et les systèmes alimentaires relocalisés permettent non seulement de renforcer l’économie locale, mais aussi de réduire les intermédiaires et de mieux rémunérer les producteurs. L’ADEME souligne que ces organisations territoriales contribuent à une meilleure résilience des systèmes alimentaires et à une réduction des externalités liées aux transports et à la logistique.Dans ce contexte, il apparaît nécessaire de soutenir prioritairement les infrastructures publiques et coopératives de transformation, en cohérence avec les objectifs de transition agroécologique et de développement de l’agriculture biologique. Ce soutien doit permettre de renforcer les filières locales, de sécuriser les débouchés des exploitations engagées dans des pratiques durables, et de rééquilibrer la chaîne de valeur au bénéfice des producteurs.Enfin, les modalités précises de mise en œuvre de cette priorisation sont renvoyées à un décret, afin d’adapter les critères de soutien aux réalités territoriales.
